Before officials took steps to reduce the risk, the dam that impounds Lake Cumberland was "critically near failure" on one front, a panel of engineering experts concluded.
The panel also reiterated that it might be necessary to drop the level of the lake even lower to stem leaks and reduce further damage to the earthen part of the Russell County dam while repairs are made.
Those were among the findings in a report by a panel of outside experts who studied data on the dam and did a risk assessment. The U.S. Army Corps of Engineers, which oversees the lake, released the document yesterday.
